Alpine, Wyoming

The meeting was called to order at 9:00 am by Chairman Hooper:

Pledge:

Roll Call: present 28 proxies 26. Quorum was called.

Legal: Kevin Voyles reported the IRS has waived the $10,312.00 penalty and fine against the WYGOP.

Report on raffles: It is considered gambling.

David Horning advised, each County should incorporate as a nonprofit. David and Kevin will provide a boiler plate to help.

County parties purchasing candidate materials in excess of $1000.00 would be considered an in kind contribution and must be reported on SEC reports. It is best not to do it.

Director and Officer insurance applications have been submitted by Suzette Moline. That should be concluded in 7 to 10 days.

SEC reports must be submitted in December.

Ron Paul has filed a lawsuit against the Wyoming Republican County Parties. They are challenging the way the Republican Party chooses its delegates to the National Convention. It is in district court in Ca. Chairman Hooper and some others on the Ex. Committee have been served. The National Republican Party will assume the defense. There is no special or unique claim against the county parties. There is no monetary damage involved. It seems to be a non issue.

Mike McCalley reported on Political Contributions.

Treasurer’s report: Doug Chamberlain reported we currently have $200,461.18. Dru Bower-Moore motion to accept report as stated. Second: Karl Allred. Motion passed.

Report: Geri Hockhalter read the report from the ED committee. It was moved by Karl Allred to accept the report as written second: Dru Bower-Moore. Motion passed.

Kathy Schaefer made a motion to amend the ED report by removing the education requirements. Second: Robin Berry. Motion passed.

Karl Allred made a motion to accept Evanston, Wyoming as the site of the next WYGOP convention. Second: Dru Bower-Moore. Motion passed.

The next meeting of the SCC will be in Thermopolis, Wyoming on October 5th and 6th 2012

Cheyenne meeting will be held in Feb.

State Convention report: Tammy Hooper.

Marti Halverson moved to resolve: Jan Larimer served the WYGOP with honor and we thank her for her work and dedication to the State party and the RNC. Second: Clark Stith. Motion passed.

Motion: Dicky Shannor. Second Karl Allred

"the $10,000 we have budgeted for Wyoming Legislative races be spent in the general election on contested Legislative races pursuant to the Executive Committee and County Chairmen working together on prioritizing races. This money will be spent with the recognition that precedent has been $500 to every general election candidate in a contested race at the request of his or her county chairman." Motion approved.

Motion to approve minutes of 2-25-12 as presented Karl Allred. Second: Bill Tibbs motion passed.
