State Central Committee meeting was called to order by State Party Chairman Tammy Hooper at 8:30am at the Ramkota Inn, Casper, Wyoming.
Appointment of Proxy Committee:
Geri Hockhalter, State Party Secretary, reported 44 present, with 12 proxies for a total of 56 present. A quorum was present.

Treasurer’s report: Doug Chamberlain reported a balance in the Wyoming Republican Party account of $24,098.23.
Chairman Hooper appointed Nathan Winters as Parliamentarian.
Chairman Hooper in opening, challenged the SCC to bring as many young people 40 or under as possible to the SCC convention. Hooper announced Evan Ridley and Mauri Larson would be leaving their respective jobs on Monday August 29, 2011. She explained there will be a smooth transition, with e-mail and phones calls coming directly to her from both office lines. The WRP banking business will be handled as usual with scanned copies of checks being sent to her.

Working session was closed to press and proceeded.
Finance Chair Marian Schultz: Reported on her fundraising committee Cheryl Sorenson, Paul Olreck. Team 2012 major donor program will include 5 categories. Marian will help out or keep out in any way on fundraising for the counties.
Chairman Hooper announced the Bloody Husker party fundraiser.
Doug Chamberlain County Shares: With the extensive history and the need to finance the State office, the shares amount to $150,000.00, determined by the number of Republicans voting in the general election divided by County then prorated. This amounts to one dollar per person. We currently have about 141,000 registered Republicans in Wyoming. Bruce Brown made a motion to adopt the county share program as it exists, second Marti Halverson. Discussion followed. Call for the question. Motion passed.
2011 – 2012 Political plan. Evan Ridley and Bill Novotny: the political plan was mailed to all SCC members. Suzette Moline made a motion to accept the Wyoming Republican Party Political plan as presented, second Kay Mattis. Motion passed.
Chairman Hooper: We will eat lunch while our elected officials speak.
Cynthia Cloud: We have $16,000,000.00 in the investment portfolio. Our unemployment rate in June was 5.9%. Wyoming is rated in the top 10 of affordable Universities in the nation. She is working to put an audit committee together.

Joe Meyer: His health is good.
Doug chamberlain: 2011 – 2013 budget. Explanation was provided as to how they came to the proposed budget. He explained we should add a line item to fund the major donor program, category #, 1620 under with income of $120,000.00. Category # 2013 was added as major donor expense of $25,000.00. Discussion followed. Charles Curley made a motion to amend the budget to insert line item 1620 and line item 2013, second Bill Novotny. Motion passed.
Doug chamberlain will check into our telephone costs at the State office. Bernie DuMontier will check on conference call Co. he thinks would be cheaper. Budget adopted.
A presentation was given on re-districting. Public hearings will be held. No action will be taken until October. You should contact your local representative in regard to re-districting.
Greg Schaefer Nominating selection process: It was suggested we set the Caucus date between March 6th and 10th. It was also suggested we set a straw poll for county caucus. It was explained that we will be allowed 29 Delegates and 26 Alternates for a total of 55. If we were to go early we would be penalized 50%, and lose seats on RNC committees. Karl Allred made a motion to accept the recommendation of the executive board for caucus (Should that be, convention? -- webmaster) on March 6th and no later than March 10th, 2012, with a recommendation to the Executive Board to release the straw poll results no later than 2-7-2012, second Alison Lass. Motion passed.
Superintendent of Public Instruction Cindy Hill spoke: Speaking on at will employment and where her department has gone since the election.
Representative Cynthia Lummis called in: She was happy to hear we chose our caucus date and plan a to have a State wide straw poll. Thanking the County Chairs for their hard work in keeping Wyoming the best State in the Nation. Reported Speaker Boehner had recently spent several days in Wyoming. She feels the GOP heavy House has changed the tone in DC. But the Senate is still a true bottle neck.
Senator Kit Jennings gave a brief talk.
Representative Kasperik gave a brief talk.
Jan Larimer gave an update on the RNC, explaining the work of putting together the Convention was moving along well.
Dicky Shannor: Report on the Platforms, Resolutions, Bylaws. An overview of the committee proposes a one document Platform for the Wyoming Republican Party. They will send out a skeleton document so all Counties will be cohesive. He explained the floor of the State Convention we be strictly run by Roberts Rules of order. They proposed subcommittees meet on Thursday of the Convention and bring their revised platforms to the full committee on Friday. This will take away the task of filtering duplicate planks. A motion was made by Charles Curley, with a second by Dave Bush to except the recommendations of the committee Motion passed.
It was suggested all Counties add to their bylaws: E-mail will be a means of notification.
Chairman Hooper gave a report on the State Convention: It will be April 12, 13 and 14, 2012 at Little America in Cheyenne, Wyoming. Bernie DuMontier moved to accept the April dates for the State Convention at Little America in Cheyenne, Wyoming, second Bill Novotny. Motion passed.
In other business, Doug Chamberlain made a motion to wait until October 1st to hire a new Executive Director, second Paul Miner. Motion passed.
Next State Executive Committee and SCC meeting: Nov. 11, 12 place to be decided by chairman Hooper
Chairman Hooper adjourned the meeting at 5:45.
