State Central Committee meeting was called to order by State Party Chairman, Diana Vaughan, at 9:07am at Snow King Resort, Jackson, WY.

Chairman Vaughan introduced Governor Matt Mead. Gov. Mead spoke about his recent visit to Guantanamo Bay, Cuba. He described the conditions of the prison and the treatment of the detainees. He also expressed his appreciation of our military men and woman. Gov. Mead reiterated that having Republicans elected into every statewide office and being the reddest state is something for our state to be very proud of. He also reminded the Committee that everyone will need to be fully engaged in preparation of the 2012 elections. Gov. Mead then thanked National Committeewoman, Jan Larimer, for her service to the state of Wyoming as well as to the Republican Party.

Sen. Enzi’s Chief of Staff, Flip McConnaughey, spoke about government spending, government accounting and deficit reduction. He also spoke about the upcoming opportunities for Republicans to have an impact on government spending.

Sen. Barrasso’s Senior Policy Advisor, Ryan Taylor expressed Sen. Barrasso’s appreciation of the Central Committee in their grassroots efforts and their service to the State Party.

Doug Chamberlain, State Party Treasurer, presented the Treasurer’s Report. He thanked the Budget and Audit Committee for their aid in achieving financial transparency in the State Party expenditures. He then presented the County Share Report and thanked those counties that have been able to pay their shares in full. He also explained the discrepancy between the County Shares Report and the QuickBooks’s report. He also commended Chairman Vaughan in working with $390,000 less revenue than was expected when the budget was formed. Washakie County Committeeman, Gary Mitchell, presented a check for $3,034 paying Washakie County shares in full for the next biennial cycle. Dru Bower-Moore motioned to approve the treasurer’s report. Chuck Kenyon seconded. Treasures report was approved.

Judy Catchpole, State Party Secretary, reported 46 present, 20 proxies for a total of 66 eligible votes (34 needed for a win). Jim Bunch motioned to approve February 19th Central Committee minutes. Ron Wild seconded. Minutes were approved.

Chairman Vaughan read a letter from State Auditor Cynthia Cloud and gave the Committee best wishes from Secretary of State, Max Maxfield and State Treasurer, Joe Meyer. She discussed preparing for the 2012 elections. She also spoke about the accomplishments that the State Party had accomplished since 2009 including fundraising, press releases, the new website, social media, internal controls, thank yous and proclamations, etc. She thanked the Committee for their service.

State Party Secretary, Judy Catchpole, thanked the Central Committee for their support and spoke about her history in Wyoming and as a Republican. She also discussed the importance of involving youth in Republican functions as well as working together to elect Republicans.

Chairman Vaughan introduced National Committeewoman, Jan Larimer. Jan thanked National Committeeman, Greg Schaefer, for his service and thanked Chairman Vaughan and State Party Secretary, Judy Catchpole for their accomplishments. She also spoke about the possibility of regaining control of the U.S. Senate as well as the White House.

Evan Ridley, Executive Director, offered help to the counties in developing social media web pages. He also thanked Chairman Vaughan for her service.

Chairman Vaughan then explained the rules and order for the new State Party Officer elections.

Terry Hinkle, Park County Committeeman, nominated Park County Chairman, Geri Hockhalter for State Party Secretary. Brian Varn, Fremont County Committeeman, nominated Darlene Vaughan for State Party Secretary as well. Geri Hockhalter defeated Darlene Vaughan 36 to 29. There were a total of 65 eligible votes.

Laramie County Chairman, Erin Begeman, nominated Dicky Shanor, Laramie County, for State Party Vice Chairman. Kerry Powers, Platte County Committeeman, nominated Platte County Chairman, Paul Miner for State Party Vice Chairman. Dicky Shanor defeated Paul Miner 33 to 32. There were a total of 65 eligible votes.

Chuck Kenyon, Goshen County Committeeman, nominated Tammy Hooper, Albany County, for State Party Chairman. Miles Dahlby, Natrona County Chairman, nominated Natrona County Committeeman Brian Scott Gamroth for State Party Chairman. Tammy Hooper defeated Brian Scott Gamroth 38 to 26. There were a total of 64 eligible votes.

Rep. Kendall Kroeker spoke about the 61st general legislative session and the current redistricting process.

The committee broke for a 30 minute lunch break at 1:15pm. Chairman Hooper re-convened the meeting at 1:49pm.

District Representatives will work with Vice Chairman, Dicky Shanor, to look at our Platforms, Resolutions and bylaws.

Lincoln County announced that they have developed a new website. www.lincolncountyrepparty.com

Laramie County Chairman, Erin Begeman, gave an update on the GOP Convention to be held in Laramie in 2012. Brian and Kim Lovett are co-chairs. She asked each county to start gathering silent auction items for the Made in Wyoming Auction, where income will be credited to county shares. No date has been set yet and the Executive Committee will be setting the date soon.

Chairman Hooper announced that the summer SCC meeting will be held in Casper, Wyoming on August 26 and 27. She also announced she has re-appointed Doug Chamberlain, Treasurer and Kevin Voyles and Dave Horning as co-legal counsel for the GOP.

Fremont County Committeeman, John Birbari, stated that he would like to see our 2012 caucuses moved once again to an earlier date. John Birbari made the motion to move the Presidential caucus to be held before the second Tuesday in March, 2012, Brian Scott Gamroth, seconded the motion. During discussion, Big Horn County Committeeman, Bernie DuMontier, said he enjoyed having the caucus early because he was able to speak to 5 Presidential Candidates. Natrona County Chairman, Miles Dahlby, stated he does not want it moved, due to penalties from the RNC. Jim Bunch agreed. Washakie County Committeewoman, Dru Bower-Moore, and National Committeewoman, Jan Larimer, expressed that they are against an early caucus date. Goshen County Chairman, Doug Chamberlain, made a motion to table the discussion until and the summer meeting. Johnson County Committeeman. Bill Novotny made the second to table the motion until the summer meeting. The motion was tabled until a later date.A Committee with Doug Chamberlain, Greg Schaefer, Brian Scott Gamroth, Bernie DuMontier, David Horning, Kevin Voyles, Diana Vaughn, Dru Bower-Moore and Jan Larimer was formed to work on the issue.

It was suggested the office staff send out meeting agendas’ in advance of 10 days before the meetings. Chairman Hooper spoke briefly about email correspondence.

Hot Springs County Committeeman, Charles Curley, made a motion to adjourn. Washakie County Committeewoman seconded the motion.

Meeting was adjourned by Chairman Hooper at 2:13pm.
